Landsat basemap - update to 2019

Investigate if it is possible to upgrade Landsat basemap to 2019 data. Note that PRO and Flagship goes all the way up to 2017 only.

Looks like the current Landsat basemap we have doesn't have 2018 or 2019 data.

@csphang could you get the new landsat endpoint with the 2018/2019 data?
