GM account command not working

I am unable to add new accounts. After a fresh install, everything seems to be working. But when I use the .account command as the ADMINISTRATOR, there is no subcommand available to create a new account. Additionally, it looks like a lot of subcommands from other GM commands are missing, such as the .account set password. I verified that the account has GMlevel 3.

Host: Intel i9-9900 Ubuntu 19.10 using zfs, docker.io, and docker-compose. All software pulled from default OS repositories using apt-get except for docker-compose, which is the latest version 1.24.1. This problem is always reproduceable on my machine.
