[Jetpack] Jetpack banner is cut off when view is shown modally

Expected behavior

Banner is above button safe area.

Actual behavior

Banner is cut off.

Steps to reproduce the behavior

  1. Go to Reader
  2. Tap the cog at the top right
  3. Tap Followed Sites
  4. Tap a site view it
Tested on iPhone 12, iOS 15.5, WPiOS 20.4
