Notifications view: Content cut off when prompting to install Jetpack

Expected behavior

The content for the view to be shifted above the bottom tab bar and or the view to be scrollable.

Actual behavior

The content for the view is behind the tab bar and doesn't allow the user to scroll up.

Steps to reproduce the behavior

  1. Connect the app to a self-hosted site that doesn't have Jetpack installed.
  2. Tap "Notifications".
  3. Observe "Jetpack FAQ" text at the bottom.
Tested on iPhone 12, iOS 15.2, WPiOS 19.3

This is worse now with the addition of the Jetpack banner.
