ActionBar is not displaying correctly in landscape mode

Only under a weird set of circumstances. Using Nexus 9

Repro: In Landscape. Create a long post that will trigger scrolling. Press the small arrow at the bottom of the screen to dismiss keyboard. Scroll up with your finger to top of post. Navbar will now disappear and no easy way of getting it back. User can Press the small back arrow at bottom of screen but not optimal.

Sorry using incorrect terms here. The bar at the top of the screen that holds Back button, Publish and options.

This is happening because we're using onTouch() here to hide the ActionBar.

This was because onTouch() is called when the WebView is tapped and the soft keyboard appears, but it's also triggered when simply scrolling, whether the keyboard is visible or not. A more selective way to detect when the keyboard is displayed is needed to fix this.

Note: this will also help fix #173, since onConfigurationChanged() needs a way to detect if the soft keyboard is visible or not as well.
