The timeout of site creation flow is too long

Expected behavior

A shorter timeout during the site creation flow. E.g. 60s or 30s

Actual behavior

I tried to wait the network error message three times, but the timeout seems different:

1. 9 mins
2. 6 mins
3. 22 mins

Steps to reproduce the behavior

Please use a simulator for mocking the low speed network environment.

1. Login JP app
2. Click you site at top.
3. Click the add button for creating a new WordPress.com site
4. Skip topic selection
5. Skip theme selection
6. Enter the domain name
7. Switch your network type to GSM on the simulator
8. Choose the subdomain
9. You will see the Select a plan on the Toolbar, and the endless loading.

Tested on built-in simulator, Android 13, JPAndroid / WPAndroid 24.4-rc-1
