No data message for users in role that cannot access Stats

Expected behavior

Stats wouldn’t load for user because user have to be an administrator. Once upgraded the role to administrator stats loaded, but each view was cached with the error that there was no data.

Actual behavior

When a user was added to another user’s blog (self-hosted but connected to Jetpack) first as an Editor role. Stats wouldn’t load for user because user have to be an administrator. Once upgraded the role to administrator stats loaded, but each view was cached with the error that there was no data.

Steps to reproduce the behavior

Use Stats in a role other than Administrator

Tested on [device], Android [version], WPAndroid [version]
