Quick Start Prompt: closing the app causes Quick Start Prompt to disappear.

Expected behavior

I expected the Quick Start status to be saved despite closing and re-opening the app. That is, I expected that if I close the app while the Quick Start Prompt is showing ("Want a little help managing...?"), I would still have that prompt when re-opening the app, so that I could choose "show me around" or "no thanks".

Actual behavior

After closing the app while the Quick Start Prompt is showing, re-opening the app brings up My Sites instead of the Quick Start Prompt. I no longer have the opportunity to choose "show me around".

Steps to reproduce the behavior

1. Login to the WordPress app with a WordPress.com account
2. Note the Quick Start Prompt appears after Login Epilogue
3. Close the app
4. Open the app again and note you are now on My Sites

Alternatively, create a brand new site and follow steps 2-4.

Tested on Samsung Galaxy S21, Android 11, WPAndroid 18.0-rc-1
