Bug: No activity indicator is being shown on theme activation

Expected behaviour

When user chooses to activate theme, there should a an indicator to show that: some task is underway, please wait

Actual behaviour

Right now, when users activates theme, nothing happens on UI and after a few seconds (when API call returns) we show a confirmation message.

Steps to reproduce

1. Open the app
2. Scroll down and select Themes under the Look and Feel
3. Scroll to your desired theme
4. Press the three dots(…) button
5. Press Activate menu item
6. Press Activate Button

Tested on Pixel 3A, Android 11, WPAndroid 17.8-rc-3

Still valid, reproduced on Samsung Galaxy S21, Android 12, WP Android 20.3-rc-1. There is no loading indicator, whether tapping "activate" from the three dots (...), or from within a theme preview.
