Jetpack Settings: Learn more button modal issues

Expected behavior

  1. To have a clear way to close the modal.
  2. To not see the Follow bar

Steps to reproduce the behavior

On a Jetpack site.

  1. Go to Jetpack Settings
  2. Click the "Learn More" button/link at the bottom of the settings page
Tested on [device], Android [version], WPAndroid [version]

Pixel 2, Android 11, WPAndroid 17.4-rc-1
