`sim.Website` rate limiting middleware

Use Case

While the problem raised is valid, my understanding is that the sim Website resource is intentionally not designed as a production resource. In addition, I would expect simple rate limiting to happen at a higher level (CDN, firewall, etc.). That being said, it may be reasonable to just add the middleware anyways.
