Why is unrestricted file access required up-front?

F-Droid doesn't even show up on the list of apps that may request All files access, and it is able to download app metadata, APK files, images, etc., and trigger installations. Why does Aurora need more filesystem access than that? It seems like overkill to give it the ability to delete every single file on my device.
