pants docker_image does not work with Docker Desktop for Windows

Tried the minimal setup you suggested, but it still fails. Looks like it tries to do a login regardless: ```shell $ ./pants package wsl-test:docker 10:09:02.62 [INFO] Initializing scheduler... 10:09:02.65 [WARN]...

Decode stdout using preferred encoding not ascii, and combine multibyte as necessary

This looks okay to me, but I'd like at least one other reviewer. @mibanescu or @mtharp, what do you think?

Feature request: silent mode

@berlic, does PR #10 address your use case?

`SCIE_BOOT=update scie-pants` & `PANTS_BOOTSTRAP_VERSION=report scie-pants` are clunky.
