White background flashing when on Dark Theme

Bug description When on dark theme, creating a new tab, opening settings, etc. initially flashes with the light background before the dark loads in

To Reproduce Enable dark mode, open new tab, see white flash

Expected behavior Background should be d, the dark, white flashing should be the final colour instead
