Any way for more CPU allocation to the Instant WP instance?

I'm trying to run some pip install commands for python and it's choking up on the install process. I bumped up the ram and it seems to be happy with that but the CPU is pegged out while my computer barely hits 10% and that process alone doesn't even have 1%

suggestion welcome.
