PyManager

Python 3.14 has a new installer (https://github.com/python/pymanager), which will replace the old WiX-based installer in the future. I already tried a bit to integrate it, but it has some compatibility problems with Wine at the moment (I need to dig deeper if it can be fixed in Wine or PyManager).

We still have some time (the old installer will be removed in Python 3.16)
