[TASK] Add a way to update metadata on wallet extensions

Wallet extensions are missing metadata about the active network which can provide a more complete user experience, and may even cause the wallets to not show proper information for when confirming transactions.

It would be best if we had some kind of button to trigger this metadata update, perhaps placed under the account switcher dropdown. Also, consider adding a status indicator to the account switcher button IF there happens to be wallet extensions detected who have not yet had their metadata updated, this way the users can tell right away.

This applies to extensions/wallets such as Talisman, Polkadot{.js}, and others. Note: There is an equivalent feature in the Polkadot/Substrate portal, under Settings -> Update metadata.
