Description
Apologies for creating such a broad issue but there are a few separate issues with emoji:
- Reliably getting an emoji to render as an emoji rather than as a black icon (see this thread)
- Missing emoji on different operating systems/browsers, particularly flag emoji missing on Windows (see this article)
Rationale
This in-progress Chrome issue may improve emoji rendering as emoji rather than black symbols.
I haven’t been able to gauge developer sentiment, but I’ve written about this issue myself here.

Perhaps a separate font-variant-emoji property should be created?
It's hard for me to understand in detail what this proposal is hoping to achieve. Are there web-platform-tests that cover the browser differences?
The outcome I would like to see:
- Either Windows OS starts to include flag emoji or browsers themselves start to incorporate an emoji font that includes all emoji.
- Chromium ensures that font-variant-emoji and variation selectors always lead to the correct outcome regardless of font stack.
