Remove extra top padding

Now that the header blends into the new background, there is excess padding between the header and the content / nav, as seen in this screenshot:

Acceptance Criteria:

  • top padding on content is removed
  • top padding on nav is removed
  • user settings icon background reduced to 40x40
  • don't mess up anything else
