RP2040 LCD 1.28

Including the driver to be able to use GUI libraries with GC9A01 based 1.28 LCD. Initialization sequence based on Julianno's GC9A01 overlay for Raspberry Pi. Test file includes sample code to turn on the backlight, since on this device it's a different pin (25 instead of the pin 13 defined on DEV_Config.c)

Tested on Waveshare's RP2040 LCD 1.28. Compiled uf2 binary included at Pico_code/c/uf2/LCD_1in28_test.uf2.
