Weird Closing/minimizing to taskbar behavior

It has this weird behaviour.
A) When I press "Exit" on Chrome menu (Alt+F), it minimized to the taskbar, instead of closing. If I wanted to minimize it, I would have just pressed the "X" button on top or "Alt+F4" in the main window. I am taking this extra effort because I want to exit it.
Chrome also follows the correct rule. Close keeps it running in the taskbar, while Exit in Chrome really exits it from the taskbar too (In case of background app).
B) When I press right-click on taskbar item and press close, it exits instead of minimizing to taskbar. If I wanted to exit it, I could have pressed right click on tray notification area and exit it from there.
Most of the app also has the correct behaviour. Free Download Manager, MediaMonkey, Toggl are some of them to name.
