Add Rust workflow specs

Description of changes (updated or new workflows)
New workflows for Rust-related development involving cargo and rustup, including but not limited to:
- build/check/test
- adding dependencies and installing binaries
- generating docs
- toolchain information, installation, updates, and overrides
- configuring backtraces
Hey there,
Just wanted to say that Warp looks like an amazing project, and many of the aspects of it excite me, including some of it being open-sourced. I can't currently use Warp as I don't own a Mac (maybe I will soon), but I made sure these pass a cargo check. I aimed for high coverage of cargo and rustup commands, including some more obscure ones I often use like toolchain overrides in various forms and backtrace settings, but some may be extraneous. Looking forward to getting some Rust workflows in.
