Window Drag should NOT select tab on mouse up

Describe the bug
With multiple tabs open, a user must use the upper left or upper right corners of the window to drag it. Dragging the window from a tab works (drag to reorder is not implemented yet) but the tab is selected on mouse up. Dragging the window from the new tab + works but a new tab is created on mouse up.
Dragging a window should work for a user with multiple tabs open
To Reproduce
- Open many tabs
- Drag the window by starting a mouse click whilst over a tab
- move the window and release click
Expected behaviour
The window should move and not change tabs on mouse up.

Can we update this issue to something like "Item under mouse should deselect when moving window" ?
I noticed similar behavior for the button to close the tab. Attaching video....
