Add w3id config for `2.1-dev`

Track the w3id configs needed for the 2.1-dev spec work:

• [ ] DPV
• [ ] PD

Hi. Thanks for opening the issue. I think we would need only two sets of patterns for 2.1: /2.1-dev going to DPV spec and then everything else being redirected to the same path on github. For 2.0 we had to do ore redirects for backwards compatibility which we won't need here until this is stable.

implementing this for 2.1-dev should also include the following:

• adding 2.1, and 2.2-dev
• #200 examples need special handling
• make sure guides and mappings are handled correctly
