Add patterns section to link to useful resources

Add a section to patterns to provide links to any relevant or related documentation, e.g. Understanding & Techniques for related WCAG SCs. These can be both items that support the pattern and it's implementation, and further conciderations for full accessibility.

We have a table in the wiki (pointed to by Appendix C) to use as a starting point.

eg "Make the Purpose of Your Page Clear" should link to: 2.4.2 Page Titled, 2.4.6 Headings and Labels and 2.4.10 Section Headings

Better for the web version - proposed side bar

After discussion, we will address this in the web version and close once that is created and those links are added. These added length to the TR document when they were included and would be difficult to keep up to date in a TR type resource.
