Simple Misspelling in Announce Description

This sentence from the Vocabularie's Notes for Announce

Indicates that the actor is calling the target's attention the object.

seems to be grammatically incorrect. I think it should be

Indicates that the actor is calling the target's attention to the object.

I think this makes sense, and the vocabulary notes are a non-normative document, so we can just change them. I will make this change and push.

We do need to make sure that the push ends up going all the way to the W3C servers; it's been a while since we've done this, so I might need to figure out who has authority to do it.
