Snowflake OAuth as additional oauth provider

We need Vouch Proxy to support Snowflake OAuth. At my company we carry a vouch-proxy fork but once we deploy the implementation of the new snowflake oauth provider to prod, I will create a PR. Snowflake does not have a user info endpoint, therefore we read the user data from the token.
