Remove no longer relevant "ballot bag full" feature from VxScan and change copy on VxMark
With the v4 ballot box, we have ample headroom and should never need a forced ballot bag/box swap. Election officials can still choose to swap if they'd like. This feature was build for the much smaller and jam/zombie-ballot prone VxDucks.

when discussing this yesterday, I thought it was simplest to just remove this feature entirely rather than deal with the complexity of different bin sizes/ballot lengths/expected paper weights, but we could also keep this feature around and change the sheet constant to a configurable value in the system settings file instead
