What does this PR do?

1. Support performance metrics statistics that requires tensor data
2. Add stand-alone config structure for TransferQueue
3. Modify TransferQueue initialization process to suit for multiple backends
4. Fix create_transferqueue_client usage
5. Unify some function names
6. Add TODO
