[ci] feat: Update e2e_ascend CI image to 8.3.RC1 version, remove weekly validation workflow

What does this PR do?

1. Update e2e_ascend CI image to 8.3.RC1 version
2. Remove weekly validation workflow, which actually play the same role as e2e_ascend.
3. Remove unrecognized param compress in ascend docker build workflow.
