Change link address in the "Locales and Translations" page

In https://docs.voidlinux.org/config/locales.html I suggest to change the link address of force-reconfigure from https://docs.voidlinux.org/xbps/index.html to https://man.voidlinux.org/xbps-reconfigure.1. I think it is more helpful to display the tool the user needs to use instead of a generic macro-page.
