Add powercli as a seed image

Detailed Description

Dispatch is supposed to easily enable automation of IT (particularly on-prem). We should include the powershell-powercli as a base image to make this clear out of the box.

Context

Possible Implementation

Add a powershell-powercli-base base image. No need to rebuild (add the powercli dependency) every time.
