Ensure the initial centers are unique

Get unique rows before random-sampling the centers. Otherwise some clusters will not have any member belong to it and will lead to this error: ValueError: attempt to get argmin of an empty sequence

The commits after the first one is for fixing the missing libgfortran.so.1 issue. Fix by referencing to https://github.com/travis-ci/travis-ci/issues/4816 and https://github.com/ContinuumIO/anaconda-issues/issues/445#issuecomment-244406311
