Remove some TCC specific restrictions. __has_include work in the updated TCC? TCC now has a stdatomic.h as GCC/clang

The windows failures are because I have not yet updated all prebuilt tcc executables on https://github.com/vlang/tccbin/ .

Only these branches are updated for now: thirdparty-linux-amd64 thirdparty-freebsd-amd64
