Based on feedback from the Services team regarding the current header and footer being too heavy due to unnecessary CSS and JavaScript, could you please investigate the issue and prepare a lightweight version of both components?

The goal is to create a streamlined header and footer that include only the CSS and JavaScript required for their core functionality, without pulling in any additional site-wide or unused assets. This optimized version should reduce load time, improve performance, and be easier for other teams to integrate.
