The VCPKG files we use in builds doesn't match up with the vcpkg repo
While working on https://github.com/vircadia/vircadia/issues/976 I found that the content of the Windows VCPKG file used in the Vircadia build process doesn't match up with the content of the Vircadia https://github.com/vircadia/vcpkg repo. This should be sorted out - e.g., repo updated per the VCPKG content currently used.
Note: The "hifi" branch in the vcpkg repo is probably that used by High Fidelity. It may just not have been updated with their most recent vcpkg changes.

There is also a builds/vcpkg-win32-client.zip%3FversionId=tSFzbw01VkkVFeRQ6YuAY4dro2HxJR9U file which has been replaced by vcpkg-win32-client-20210122.zip' in PR https://github.com/vircadia/vircadia/pull/983 .

Looking into it, the vcpkg we forked from hifi is from 2018, so it would be a big job to bring it up to date.
