Translate Vim's README.md and CONTRIBUTING.md into Japanese?

If we translate them, it might be better to put the files in READMEdir directory.

The file name should be README.ja.md or README_ja.md. (I prefer README.ja.md, however the Korean translation uses README_ko.md.)
