Migrate CI from TravisCI to GitHub Actions

This PR replace TravisCI with GitHub Actions because the build history shows CI is no longer executed since 2y ago.

changes

  • Add Elixir CI workflow for Actions (build.yml)
  • Remove .travis.yml
  • Replace CI status badge on README
