After sending iBSS device reboot 8, 8P, X

Hi, does anyone had issue like:

After sending iBSS (device at ios 16) to iPhone 8, 8 Plus or X device reboot to Apple logo. Sometimes it goes to recovery as should but mostly it boot to Apple logo.

If I send iBSS made for ios 14 it goes to recovery but later no ssh.

What can be a reason?
