Blocks missing with multiple drafts

Describe the bug

We are seeing the super-table blocks are missing from entry when we try to create multiple drafts.

Steps to reproduce

1. Create a super-table field with propagation method Save block to all sites the owner element is saved in containing a plain text field (added plain text field as a minimal setup for bug demo.)
2. Create a section with structure as section type and propagation method as Let each entry choose to which sites it should be saved to.
3. Now add the field created in point 1 above to the default entry type of section created in point 2.
4. Head on to entry index page and create a new entry for above section write in field content and save the entry.
5. Create a draft of above entry, enable it for a new target site say spanish as in our demo video, modify the content for spanish and save.
6. Now from the main entry create another draft and see super-table block gets missing in this new draft.
