Veracrypt is changing boot orders

I have 2 windows. windows 10 on nvme1 and windows 11 on nvme2. windows 10 is encrypted using veracrypt. windows 11 is not encrypted.

Expected behavior

Veracrypt should not change the boot orders in uefi.

Observed behavior

every time i boot into windows 10 the boot order changes and the encrypted drive becomes the first boot entry.

Steps to reproduce

  1. one nvme without veracrypt
  2. one nvme with veracrypt
  3. boot into the encrypted os
  4. boot orders changes. and encrypted windows becomes the first boot entry

also tried upgrading to: veracrypt 1.26.10 on windows 10
