Publish launcher to maven central

Publish the artifact for the launcher to maven central.

This is to make it easier to configure a server launch task when using xyz.jpenilla.run-paper, by sourcing the file from a gradle dependency configuration.

Unfortunately the launcher cannot be published to maven central due to some dependencies being hosted on other repositories. I'll see about hosting a repository for vectrix.space myself at some point in the future.
