A first pass at Chapter 7 of CFL

I’m opening this pull request really to elicit comments and to invite any one who’s interested to finish the lift.

  1. Modified chapter 2 to include a reference to the paragraph tag.
  2. Added my general outline of Chapter 7. As you’ll note, there are still many aspects that need to get fleshed out and decided.

Also. I included templates in the chapter title but I obviously did not include anything about templates. It was my plan to introduce the concept, but on further reflection this would be too aggressive right?
