Added github actions for dependabot and docker build

This does the following:

• Runs dependabot checks daily for github-actions and auto creates pull requests when they need updated.
• Will build and publish docker images to https://github.com/vasanthv?tab=packages&repo_name=talk and show up on the right hand side of the repo at https://github.com/vasanthv/talk
