DbLocalizationProvider.MigrationTool always gives empty result

When I do DbLocalizationProvider.MigrationTool.exe -s="{path-to-project}" -e --json, It always generates empty file and it does not contains content from xml files ( Resource Folder). I'm using EPiServer Version: 11.15.1.0
