[typography] Headings to be better across devices

Headings should be different sizes depending on the size of the device. We still need to establish what the expected sizes will be for headings at different breakpoints. Any suggestions?

Possibly we can make h1 mobile be the same size as the h3 desktop. This case 1.5/1.25 = 24px/30px
