Link notes owned by different users in the same workspace

I have two users Alice and Bob in the same instance and workspace. If Alice makes a workspace-visible note, then Bob can see it in the Explore tab and vice versa.

Desired behavior:

Suppose Bob has a workspace-visible note Foo. When Alice attempts to add a link to a note Bar, she searches for Foo, it shows up in the results, and she is able to link it.

Actual behavior:

Foo does not appear in the search results.

Additional context / motivating example:

I'm collaborating with my family to collect and organize important information, for example doctors, hospital visits, diagnoses, etc. Having the ability to link between memos like this would allow each member to make a memos for each of these, and then for one user to link them all together into a memo about Family Medical History.
