Add React 17 and 18 to peerDependencies

This pull request add both React 17 and React 18 to the peerDependencies.

Thanks, @ctessier for your contribution! I updated the peerDev for "react": ">=16" and it is working with React 18. It is published in the latest npm package react-useanimations/v/2.10.0
