Create a Launcher for MOG with an option to open with high memory

Success Criteria: User should be able to double click a startup script, which should open up the above screen. User can choose to open MOG with default or high memory and be able to modify the min and max heap size. If default memory is chosen, open up the application with no -xmx parameters. If high memory option is chosen, MOG must be opened up with the memory range provided in the -xmx parameters.

UI must match with existing MOG UI
