Add a landing page for the developer pill.

https://developers.urbit.org/blog/dev-pill served as a one-time announcement.

Now that I am setting up a proper regular push for the developer pill, I'd like to have a page for it. (May as well have a page for the regular brass pill as well.) Where do you think this should live @gordoncc?

Page would include current usage instruction and upstream sources.

I'm thinking a top level "Resources" page could be in order. Is there anything else that would make sense to include there aside from the pills?
